“Which asbestos survey do I need?” is one of the most common questions we get asked, and it’s understandable – the terminology sounds similar, but the two main survey types cover very different situations. Get the wrong one and you either end up with a document that doesn’t satisfy the regulations for the work you’re planning, or you’ve paid for a more invasive survey than the situation called for. Management Survey: For Buildings That Stay In Use

A management survey is designed for a building that will continue to be occupied and used more or less as normal. It’s a non-intrusive survey – the surveyor identifies and samples asbestos-containing materials that could be disturbed during routine occupation, maintenance, or minor foreseeable work, without lifting floors, opening up voids, or damaging the fabric of the building beyond what’s reasonably accessible.

The output is an asbestos register and management plan, which forms the backbone of your ongoing duty to manage asbestos under Regulation 4 of the Control of Asbestos Regulations 2012. If you’re a landlord, employer, or building owner with responsibility for non-domestic premises, this is very likely the survey you already need in place, even if no work is planned.

Refurbishment & Demolition Survey: For Buildings About to Change

A refurbishment and demolition (R&D) survey is a different exercise altogether. It’s fully intrusive – floors are lifted, voids are opened, and any area that will be affected by the planned work is inspected and sampled, because the whole point is to identify anything that could be disturbed once building work starts. This survey is legally required before any refurbishment, alteration, or demolition work on a building built or refurbished before 2000, and it needs to cover the entire area affected by the works, not just the visible surfaces.

Because an R&D survey often means removing sections of flooring, ceiling tiles, or wall panels to inspect what’s behind them, the building (or the affected area) usually needs to be unoccupied, or at least clear of normal use, while the survey takes place.

Can one property need both?

Yes, and it’s actually quite common. A commercial building might have a management survey in place to cover day-to-day occupation, and then need a separate, more targeted R&D survey ahead of a specific renovation project years later. The two documents serve different purposes and one doesn’t replace the other.

Which one do you need?

As a rough guide: if nothing structural is changing and the building stays in use, you need a management survey. If you’re about to strip out, alter, extend, or demolish any part of a pre-2000 building, you need an R&D survey for the affected area. Does a management survey expire?

It doesn’t have a fixed legal expiry date, but it needs to be reviewed and kept up to date – typically reinspected periodically or whenever the condition of materials or the use of the building changes.

Can I use an old management survey instead of getting an R&D survey done?

No. A management survey is non-intrusive by design and won’t have inspected the voids and hidden areas an R&D survey covers, so it can’t be relied on to satisfy the legal requirement before intrusive work begins.

Is an R&D survey more expensive than a management survey?

The single biggest factor behind asbestos survey cost is survey type. A management survey, being non-intrusive and covering only accessible areas, is generally the more affordable option for a standard domestic property. A refurbishment or demolition survey costs more, because it’s intrusive by nature and needs to cover every area affected by planned work, often requiring more time on site and more samples taken, in line with the scope set out in HSE’s HSG264 survey guide.

Beyond survey type, property size and complexity matter just as much. A small flat with a handful of rooms takes far less time than a large converted mill building with multiple floors, communal areas, and plant rooms.

Sample Numbers and Lab Costs

Each suspect material sampled on site needs individual laboratory analysis, so a property with a lot of different surfaces and materials – several types of ceiling coating, multiple flooring types, various pipe insulation – will naturally need more samples than a simple, unmodified property. Be wary of quotes that seem unusually low, as this can sometimes mean a reduced sample count or a less thorough report than a proper HSG264-compliant survey requires.

It’s reasonable to compare quotes, but make sure you’re comparing like for like – the same survey type, similar sample numbers, and a qualified surveyor holding the relevant BOHS certification.
